Creative Philadelphia
CreativePHL is the City of Philadelphia Office of Creative Economy, funded by the William Penn Foundation.

Challenge: earlier town halls drew fewer than 15 people, mostly 60+.
What we did: recruited 50 local creators, 5 per district, with neighborhood specific invitations, and resident footage shared back.
Results: 8 of 10 town halls at full capacity, the other two at 65%. About 1,400 attended against a 2,000 goal. 12 funded incubator programs. The work fed the city's cultural master plan and the mayor's Safer, Cleaner, Greener agenda.
Figures as stated by VCE Agency.
